Crolibertas registration: an unofficial guide
From 1 March 2027, the start date HAC has announced, you may use a Croatian motorway only with a registered vehicle. Registration has not opened yet. This is what the law already fixes about it, so that you know what to expect.
Not the official site. croatiatolls.com is an independent guide. It is not part of Crolibertas and is not affiliated with HAC, the other motorway operators or the Croatian government. It cannot register a vehicle and takes no payments. We use the name Crolibertas only to say what this guide is about, and we do not use the Crolibertas logo. Register only through the official channels announced on crolibertas.hr.
From the Toll Collection Act (Narodne novine 156/2025) and HAC's announcements. Last checked on 6 November 2026.
Who has to register
Everyone who uses a tolled motorway or the Učka tunnel: residents and visitors, cars, motorcycles, campers, buses and trucks. The Act calls it joining the electronic toll collection system, and it is what gives you the right to use the road (Article 16). A vehicle registered abroad is no exception.
One group does not have to do it themselves (Article 21): drivers whose vehicle carries a working device from a provider of the European Electronic Toll Service (EETS). Their provider pays the toll.

Two models
- Number plate. You enter the plate and a valid means of payment. Cameras on the gantries read the plate and the toll is charged. Open to vehicles up to 3,500 kg.
- ENC device. You enter the plate, the device's serial number or barcode, and a means of payment. Mandatory over 3,500 kg, a choice below that. If the device is not read on a journey, the toll is charged to the payment method registered with it or with the plate (Article 20).
What counts as a means of payment
A credit card, a debit card, a service card, or a prepaid balance large enough to cover the toll (Article 3). Which cards each operator accepts is left to its general terms, and those have not been published.
A vehicle with no valid means of payment on record counts as not registered (Article 17). So a card that expires, or is replaced by the bank, has to be updated before the next journey.
Where you will be able to register
The Act names five places (Article 16) and obliges the operators to keep registration available day and night, every day:
- the national web shop, which a ministry rulebook places at crolibertas.hr;
- mobile apps, other digital services and internet banking;
- dedicated quick-registration lanes at motorway entrances, of which HAC has announced 140;
- the sales offices of HAC, Bina Istra and Autocesta Zagreb – Macelj;
- partner points of sale, such as petrol stations, which may show the Crolibertas logo under a contract with an operator.
If you arrive unregistered
A car, motorcycle or camper that joins the motorway unregistered must register at the first quick-registration lane it comes to (Article 16). Drive past it, and the journey counts as unpaid: see what that costs. A truck or bus over 3,500 kg that enters Croatia without a device must stop at the first sales office or partner point where it can get one.
Changing or ending a registration
A new number plate, a new device, a new card, a car that is sold or stolen: each has to be reported (Article 17). A new card can be entered at any of the places listed above; a change of number plate or device, and the end of a registration, anywhere except the quick-registration lanes. Until it is reported, the tolls and charges that run up under the old registration stay with you.
If you already have an ENC
Devices bought before the change stay valid. The operators must bring them into the new system by its first day (Article 59), each linked to a number plate; HAC has said that one device can serve up to three vehicles. More about ENC.
Drivers with a disability
Holders of the Croatian national card for persons with disabilities who are exempt from tolls today keep the exemption. It is claimed journey by journey, in a quick-registration lane, with the car's number plate and the card in place of a means of payment, and the cardholder has to be in the car (Article 23).
Rental and company cars
For a vehicle used in a business, registering it is the duty of the owner or the lessee; where they have not done it, the duty passes to the driver (Article 18). How rental companies will handle this has not been announced. Tolls with a rental car.

Not open yet
As of 6 November 2026 registration had not started and no opening date had been given. HAC has said that existing ENC devices will be re-registered from about three months before the launch, and that the details will be announced in the media and on crolibertas.hr. Until 1 March 2027 nothing is needed: you take a ticket and pay at the exit.
