ENC: Croatia's toll device

ENC is a small box on the windscreen that pays the toll for you, at a discount. For one holiday it rarely pays off; for regular drives it does.

Checked against HAC and Bina Istra on 21 September 2026.

Driving in Italy, France, Spain or Portugal too? vintrica Flow is one toll box for all four, and it also pays on HAC's motorways in Croatia, though not in Istria. Partner link: if you buy through it we may earn a commission. You pay the same as buying from them directly.

What it costs and what it saves

The HAC device costs €15.00, and the first top-up is at least €20. Tolls paid with it are 21.74% below the listed price. With the seasonal ENC the discount is 33.48% from November to March and 21.74% from April to October.

So the device has paid for itself once you have driven about €69 of listed tolls. Zagreb to Split and back is not quite enough; a second trip is. The prices on this site are the listed ones, without the ENC discount.

Where to buy one

At HAC sales offices and at the larger toll stations, several of them around the clock: Lučko, Demerje, Karlovac and Dugopolje on the A1, Bregana, Zagreb istok and Lipovac on the A3, Sveta Helena on the A4 and Rijeka on the A6. HAC's general terms open it to any adult, and provide for refunds to accounts abroad.

Topping up

At prodaja.hac.hr, in the HAC ENC app, through Croatian payment apps and internet banking, or with vouchers of €20, €50, €100 and €160.

Istria and the A2 are different

The Istrian Y and the Učka tunnel belong to Bina Istra, which keeps its own accounts. A HAC device works there only after it has been registered at a Bina Istra sales point (Učka, Umag or Pula). Bina Istra also sells its own device for €16.60, with packages from 10% off to larger discounts for regular users of the Učka tunnel. On the A2 Zagreb – Macelj the operator lists tickets, cards and its own card, and not ENC.

From 1 March 2027

ENC carries over to Crolibertas, the system without booths. Existing devices stay valid but must be linked to a number plate, and one device can serve up to three vehicles. For vehicles over 3,500 kg it becomes mandatory. HAC has said the discounts will be “redefined”; the new percentages have not been published. The Toll Collection Act lets operators give discounts to frequent users, limited to 13% of the infrastructure charge (Article 12). What that means for today's 21.74% has not been said. If your device beeps under one of the new gantries before then, that is a test, not a charge (HAC, October 2026). How to register a device or a number plate.

Is it worth it for a visitor?

For one trip to the coast and back, no: the saving is smaller than the price of the device. It is worth it if you drive to Croatia every year, own a place there or tow a caravan, since the discount grows with the category. From March 2027 visitors without one simply register their number plate and a bank card.
