Crolibertas, an unofficial guide: tolls without booths from 1 March 2027

As HAC has announced, on 1 March 2027 Croatia's toll booths give way to a barrier-free system called Crolibertas. This page keeps to what the operators have actually confirmed, and says plainly what is still unknown.

Not the official site. croatiatolls.com is an independent guide. It is not part of Crolibertas and is not affiliated with HAC, the other motorway operators or the Croatian government. It cannot register a vehicle and takes no payments. We use the name Crolibertas only to say what this guide is about, and we do not use the Crolibertas logo. Register only through the official channels announced on crolibertas.hr.

Registration has not opened yet: who must register, the two ways to do it, and where.

What changes

You will no longer stop, take a ticket or pay at a booth. Gantries over the motorway, 212 of them, read either an ENC device on your windscreen or your number plate, and the toll is charged automatically. According to Autonet, by mid-October 2026 about 120 of the gantries were in place and 81 had their equipment fitted.

It is one system for every tolled motorway in the country: those run by HAC, the Istrian Y and Učka tunnel run by Bina Istra, and the A2 Zagreb – Macelj. Today these are separate systems with separate tickets.

What stays the same

The toll still depends on the distance you drive and on your vehicle category. HAC has said the new system itself brings no price increase. The Toll Collection Act lets the system record a vehicle's emission class, and allows tolls to vary with it, but no such price has been set for cars: an older diesel pays what any other car does. So the prices on this site remain the guide to what a journey costs, and the calculator keeps working the same way: the places where you join and leave the motorway decide the price.

Two ways to pay, for cars, motorcycles and campers

For vehicles over 3,500 kg the ENC device is mandatory.

How registration works, as far as the law has settled it.

The Crolibertas app

The Toll Collection Act names mobile apps among the places to register (Article 16), and HAC has announced an official one. Its name, and the day it opens, have not been published: on 6 November 2026 crolibertas.hr did not offer it yet. This page will link it the day it appears. A ministry rulebook published on 28 October 2026 fixes its icon: the Crolibertas sign, a red square with two curved lines.

If you are visiting from abroad

Plan to register before you reach the motorway; it is the same two choices as for local drivers. HAC has announced an information campaign aimed at foreign drivers, and the quick-registration lanes at motorway entrances are meant for those who arrive unregistered. Croatia's motorways are already part of the European Electronic Toll Service (EETS), and the new system keeps that link, so on-board units from EETS providers work.

A foreign number plate changes nothing. The Toll Collection Act gives Croatia access to other EU countries' vehicle registers for unpaid tolls, and has checks carried out first of all at the exits that lead to border crossings.

Driving a rental car? Nothing has been published yet on how rentals are handled. Ask the rental company before you set off.

Driving through Slovenia, Hungary, Czechia or Slovakia? Buy the vignette online at Vintrica. Partner link: if you buy through it we may earn a commission. You pay the same as buying from them directly.

Cash

HAC has said that paying in cash will remain possible, but not at the exit, where there will be no cashier: cash will be paid in at the sales offices of HAC and the other operators and at other points of sale. The details have not been published.

Checks and fines

The amounts are in the Toll Collection Act. Using a tolled motorway unregistered costs the toll itself plus a fixed charge of €120. Pay it when the notice arrives and the matter ends there; leave it unpaid and a fine of €300 to €600 can follow for a private driver. 74 control vehicles will patrol the network, and they may stop you.

Fines and unpaid tolls, article by article.

If your ENC beeps under a gantry

As the gantries are fitted out, an ENC device may beep when you drive under one. HAC says this is the device and the gantry talking to each other while the system is tested: Crolibertas charges nothing yet, and the beep is not a toll. Until 1 March 2027 you pay at the exit as before.

The same tests photograph each passing vehicle, with or without an ENC, and the picture shows its number plate and model. HAC says it collects no more kinds of personal data than at today's toll plazas, uses the data only to set up Crolibertas, and does not link them to customer data from today's toll system. Testing lasts until the new system is in place.

What stays free

The Zagreb bypass and the A4 between Zagreb east and Sveta Helena stay toll-free. HAC confirmed this on 14 September 2026, after drivers noticed new gantries there: they are technical ones, and an ENC device that beeps under them is not being charged.
