Matulji is the Rijeka side of the Učka tunnel. Every journey to or from it goes through the tunnel, and the tunnel is included in the price. Vranja is the first exit on the Istrian side of the Učka tunnel, so Matulji – Vranja is the price of the tunnel alone.

The tunnel
The Učka tunnel runs under the mountain of the same name, between the Kvarner side above Rijeka and Vranja in Istria. The first tube, 5,062 m long, opened in 1981. A second, about 5.6 km long, opened on 13 September 2024, and since the first was renovated and reopened in September 2025 both have been open to traffic. A second carriageway between the tunnel and Matulji is being built.
Paying
The toll is taken at the Učka plaza on the Kvarner side. The tunnel is part of the Istrian Y, so any journey into Istria from Matulji includes it: €10.50 by car to Pula, for example. Bina Istra changes its prices with the seasons: see why toll prices differ.
For regular drivers
Bina Istra's ENC packages take up to 50% off the tunnel and 30% off its other stretches (ENC Plus, for cars from a top-up of €32, valid for 90 days), or allow any number of crossings between Matulji and Vranja for €48 a month by car (ENC No Limit, for one vehicle). They are sold at Bina Istra's points at Učka, Umag and Pula. More about ENC.
Dangerous goods
Explosives may not go through the tunnel at weekends or on public holidays, and at other times only with Bina Istra's written permission and a fire engine as escort. Other dangerous goods pass after a check by the fire officer on duty.
From 1 March 2027
The tunnel is charged by Crolibertas like the rest of the motorway, with no stop at the plaza. What becomes of Bina Istra's ENC packages has not been published.

Questions
How much is the Učka tunnel toll?
€4.10 for a car, €2.50 for a motorcycle and €6.20 for a car with a trailer or a camper van over 1.90 m, one way.
Is the tunnel charged separately?
No. The tunnel is part of the Istrian Y, and its price is included in any journey to or from Matulji, on the Rijeka side.
Can I avoid the tunnel?
Yes. The old road climbs over the Poklon pass, 922 m above the sea, and is free; it is a mountain road, and slower than the motorway.
