Why toll prices differ from site to site
Look up Zagreb to Split and you will find several prices. Today's, on HAC's own list, is €26.40 for a car. The others are older, and the history of the price lists explains where they come from.
From the operators' own announcements and price lists, and the national press reporting them. Last checked on 3 October 2026.
HAC: the summer price that stayed
- 2017 to 2019. HAC charged 10% more in summer: in 2017 motorcycles and cars from 1 July to 30 September, in 2018 and 2019 also campers and cars with trailers, from mid-June to mid-September. Zagreb to Split cost a car 181 kuna out of season and 199 or 200 kuna in it.
- 2020 to 2023. No summer prices.
- 1 January 2023. Croatia moved to the euro, at 7.53450 kuna. HAC rounded every toll down to the ten cents: Zagreb to Split, 181 kuna or €24.02, became €24.00.
- 1 July 2024. The summer 10% came back for categories IA, I and II: Zagreb to Split, €26.40.
- 1 October 2024. HAC kept the summer price all year round, pointing to the rising cost of maintenance and building. Buses and lorries, categories III and IV, never had the increase.
No change to HAC's prices has been announced since. So €24.00 for Zagreb to Split is the price of January 2023 to June 2024, and a site that shows it has not been brought up to date since.
Bina Istra: a summer list and a winter list
The Istrian Y and the Učka tunnel have a price list of their own, and seasons of their own. Bina Istra brings in a summer list each year, from 1 June in 2023 and 2024 and from 15 May in 2026, and in 2025 a cheaper list followed on 1 October. What a car has paid since the euro:
| List in force from | Učka tunnel | Matulji – Pula |
|---|---|---|
| 1 January 2023 | €4.00 | €10.00 |
| 1 June 2023 | €4.50 | €11.20 |
| 1 June 2024 | €4.50 | €11.30 |
| 1 October 2025 | €4.10 | €10.40 |
| 15 May 2026 | €4.70 | €12.10 |
The lists in between (the winters of 2023 and 2024, the summer of 2025) could not be recovered. Even an official page can lag: HAC's own price page for the A8 still shows Bina Istra's list of 1 October 2025.
This site reads Bina Istra's current list from the operator's own document every Monday, and today it is the one of 15 May 2026: €4.10 for the tunnel. When a winter list appears, the prices here change with it within the week.
The A2 Zagreb – Macelj
Zaprešić to Trakošćan cost a car €6.40 from January 2023 and has cost €6.70 since 1 May 2023. No summer prices have been reported on the A2.
Other reasons figures differ
- ENC prices. With HAC's ENC device a car pays 21.74% less, and from November to March 33.48% less with the seasonal package. A price quoted by a regular driver may be the ENC price. More about ENC.
- Exits named after cities. “Zagreb” on the A1 is Lučko, “Split” is Dugopolje, “Rijeka” on the A6 is Grobnik. A price “to Rijeka” may be for a different exit than yours.
- Journeys over two price lists. Slovenia to Istria, or Zagreb to Pula, is two tolls, and from Bregana or Rupa a flat fee on top. A figure that leaves one out is too low. The calculator adds them up.
From 1 March 2027
The government and HAC have both said that the new toll system itself brings no price increase. The Toll Collection Act does let operators charge more at congested times, and HAC has spoken of prices that depend on the time of day; nothing of the kind has been announced. HAC has also said ENC discounts will be “redefined”. What is confirmed about Crolibertas.
